Carina advises clients navigating complex government inquiries, internal investigations, and compliance assessments involving significant legal, operational, and reputational risk. Her experience also includes representing clients faced with challenges stemming from the False Claims Act, Anti-Kickback Statute, Stark Law, and securities-based rules and regulations. She has worked on matters spanning government contracts, health care, cybersecurity, and privacy, and regularly works with large-scale teams to facilitate fact discovery, prepare government presentations, and arrange compliance assessments.
In addition to the above, Carina is deeply committed to pro bono work, specifically criminal justice and advocacy for women and children. She has successfully represented and advocated for clients in the court system, and represents individuals charged with misdemeanor offenses as a D.C. Superior Court Criminal Justice Act panel court-appointed attorney.
Prior to joining Hogan Lovells, Carina was a legal intern in the U.S. Department of Justice (DOJ) Criminal Fraud Section and the U.S. Securities and Exchange Commission’s (SEC’s) FCPA Unit, where she gained firsthand insight into government enforcement priorities and investigative strategies. She also draws on her multicultural background and foreign language skills to support international clients.
Carina graduated with honors from The George Washington University Law School, where she was a Presidential Scholar, active member of the Moot Court and Alternative Dispute Resolution Boards, and published author in the George Washington International Law Review.
Counsel to a medical device manufacturer in a Boston SEC and DOJ FCPA investigation in Vietnam and Indonesia.
Counsel to one of the world's leading aerospace companies in a voluntary disclosure to the DOJ of alleged improper payments to obtain high-speed railway contracts in China.
Represents universities in connection with DOJ Office of Civil Rights investigations and compliance reviews regarding admissions practices.
Performed comprehensive compliance audits for international clients to align practices with relevant U.S. legal frameworks, including the Evaluation of Corporate Compliance Programs.
